On September 17, 1787, the Pennsylvania State House in Philadelphia fell quiet as thirty-nine delegates stepped forward to sign the United States Constitution, the framework of government they had debated, argued over, and carefully written through a long summer. It was an extraordinary act of trust: men from thirteen very different states agreeing, at last, on a shared design for self-rule. The preamble's opening words, "We the People", announced something genuinely new in the world, a government drawing its authority not from a crown but from the consent of its citizens.
